Yep. The whole thing is taped closeed. But it must have been open at one time because there is a stamp that runs under the flap.

I only used this brand of envelopes once because I wasn't comfortable with them.

I don't know. I usually use Scotch/3M brand but this one has a pull tab across the top that they don't have. I remember thinking I was worried about how they sealed but I was putting a Mass Market Paperback in a #2 envelope so I didn't think I was stressing the envelope too much.

You can submit a form to your PO saying that they lost your book via the mail. (This happened to my mom once, she was sending photos, and when the envelope came to her cousin, it was empty, so she reported it to the PO and they found all the photos...)

An option maybe?
